Short answer
Can I use a naturalization certificate or CRBA for a passport?
Yes. An original Certificate of Naturalization, Certificate of Citizenship or Consular Report of Birth Abroad (FS-240) is primary evidence of U.S. citizenship. Submit the original with a single-sided photocopy. The original is mailed back to you.

Key takeaways
- Originals are required. Copies alone aren't accepted.
- Documents are returned separately from the passport.
- A damaged certificate may need replacing first.
Full answer
Replacement naturalization certificates come from USCIS. Replacement FS-240s come from the State Department.
