Short answer: Most travelers arriving in Singapore, including U.S. citizens. Before arrival. You can update it until you arrive. The official ICA page doesn’t state a window. Cost: The official ICA page doesn’t list a fee. ICA warns that its officers never ask you to transfer money.

Complete the arrival card and health declaration.
Keep the acknowledgement email.

Look-alike websites charge “processing” fees for forms that are free or cheaper on the official portal. Type the official address yourself and check the domain before paying.
