Short answer
Your real timeline = mail-in transit + the published processing window (routine or expedited) + mail-back transit. The official clock starts the day your application arrives at a processing center, not the day you apply. The fastest U.S. route is a regional agency appointment for imminent international travel; abroad, it is a limited-validity emergency passport.
